From January 1, almost half of Ukrainian entrepreneurs will not be able to work – the People's Deputy named the reason

But without the Internet, cashless payments are impossible. No more than 60-65% of settlements have access to fixed Internet (according to the report of the National Commission for State Regulation in the Sphere of Electronic Communications for 2023). At the same time, the tax authority is squeezing out of the simplified system providers who provided Internet access services in rural areas, – noted Nina Yuzhanina.
The People's Deputy gave the following recommendations to eliminate these risks:
- it is urgently necessary to make changes to the mentioned resolution so as not to expose entrepreneurs to fines;
- we should finally deal with the work of providers in rural areas and do everything possible so that the Internet remains where it was.

Internet during blackout
On July 15, the National Center for Operational and Technical Management of Telecommunications Networks (NCT) updated the requirements for the operation of base stations (BS) of mobile operators under martial law. The NCT's decision reflected the position of the Supreme Commander-in-Chief's Headquarters on providing Ukrainians with communications during power outages. Mobile operators, under threat of large fines, were obliged to ensure autonomous operation of BS for 10 hours: from October 1, at least 60% of base stations must operate according to this standard, and by the end of January 2025 – 100%. However, mobile operators consider these requirements unrealistic.
No one in the world would be able to fulfill the prescribed requirements by October 1. This is an extremely large amount of work, – says Volodymyr Lutchenko, Technical Director of Kyivstar.
Lack of time is one of the main obstacles to fulfilling the updated requirements for autonomous operation of BS. First, each company must go through internal processes for approving new investments. Second, it is necessary to agree with the supplier and establish logistics. Most of the batteries are purchased by operators in China, and it is currently impossible to deliver them to Ukraine by sea. Similar procedures are carried out with the purchase of generators.
The minimum term of delivery of equipment to Ukraine is 120 days. During the previous orders, we were guided by the terms from the previous order of the NCU. It is difficult to predict a lightning-fast change in the working conditions of suppliers and contractors and to increase everything many times over in a short period of time, Vodafone says.
On October 30, the Verkhovna Rada failed to vote on draft law No. 11431 aimed at ensuring the stable operation of mobile operators during blackouts. That is, mobile operators should not be afraid of high fines for lack of communication and Internet during blackouts.
