From July 1, new conditions for providing assistance to Ukrainian refugees have been in effect in Poland: what has changed

From July 1, Poland changed the conditions for providing assistance to refugees from Ukraine. President Andrzej Duda signed the corresponding changes in June.

RBC-Ukraine, referring to the Media Room publication, tells what Ukrainians need to know about the changes.

The term of refugee protection has been extended

The legality of the stay of Ukrainian citizens in Poland will be extended until September 30, 2025.

Refugees will continue to be able to count on accommodation support, but it will differ in several ways from what has been offered so far. This is due to the need to adapt the legislation to the challenges society is facing now, as they differ from those in 2022 and 2023.

The conditions of refugee accommodation have changed

Already from July 1, it will be possible to accommodate refugees only in collective accommodation facilities maintained by the orders of the voivod. At the same time, from this date, the period for which cash assistance is paid for accommodation and meals of a citizen of Ukraine in a private residential premises ends. Applications for compensation for damages incurred before June 30 of this year can be submitted until the end of July. Applications submitted during this period will be considered on current terms.

In recent months, the number of applicants for this benefit has been decreasing, and the reserve of places in collective accommodation facilities has been increasing. Hence the decision to stop this form of assistance.

However, citizens of Ukraine who still need support can turn to the local voivode, who will provide them with this support. They will be given a free place in a collective accommodation facility adapted to the needs of this refugee.

Such an application should be submitted directly to the voivodeship administration. At the same time, various types of collective accommodation facilities still operate in Poland, including those designed, for example, for groups that require special conditions.

Support for refugees with disabilities

People with disabilities who fled the war in Ukraine can still count on support. According to the new rules, each voivode will be able to sign an additional agreement with non-profit organizations. It will guarantee accommodation for people with disabilities, their carers and the elderly under special conditions.

The requirement for the minimum number of people (10) who must stay in this collective accommodation facility does not apply to institutions permanently owned or managed by subjects of the state financial sector. In order to sign such an agreement with the voivodeship, a non-profit organization must exist for at least 24 months.
