According to Deputy Minister of Defense Kateryna Chernogorenko, in Ukraine it is technically possible to deliver summonses online, but this issue has not yet been settled at the legal level.
In Ukraine there is no legal requirement to issue electronic summonses, so now Ukrainians cannot receive summonses via mobile “Reserve+” application. This was stated by Kateryna Chernogorenko, Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformations and Digitalization, in an interview with Forbes on May 23.
Journalists asked Kateryna Chernogorenko to comment on the fact that users of the “Reserve+” program who are abroad saw the message: “Be ready to receive an electronic summons.” According to the official, this text has already been corrected, as the issue of serving electronic summonses in Ukraine has not yet been settled. said the deputy minister of defense.
Kateryna Chernogorenko stressed that in the case of the adoption of the relevant law, it will be technically possible to implement the delivery of electronic summonses. However, in this case, difficulties will arise with the organization of communication with citizens of Ukraine abroad.
“As soon as there is a task at the level of a government resolution or at the level of law, we will see how to implement it,” said Kateryna Chernogorenko.

We would like to remind you that the speaker of the Dnipropetrovsk Regional Territorial Recruitment Center Alyona Kuzina stated in an interview on May 22 that after a conscript has registered in the “Reserve+” application and updated his data, he will be called to the TCC and SP by subpoena or in another way.
In addition, the Cabinet of Ministers decided that from July 18, Ukrainians will be able to send subpoenas by mail. If a conscript refused to receive a summons in the mail or does not live at a known TCC address, he will still be considered to have been notified of the summons to the Military Commissariat.
