Mobilization of women in Ukraine: will they be called up after the rifle and medical aid courses?

Ukrainian women have the opportunity to complete separate rifle or drone operator courses instead of full basic military training, said People's Deputy Oleksandr Fedienko. The politician said whether there would be a threat of mobilization in this case.

Women should register for military service if they wish to receive basic military training (BZVP) or acquire certain military skills, for example, learn to shoot or provide medical care. The new bill, which is being considered by the people's deputies, describes the registration procedure and stipulates in which cases a conscript may become liable for military service. Oleksandr Fedienko, a people's deputy from the Servant of the People party, spoke about the details of the bill on the air of the Kyiv 24 TV channel.

Fedienko explained that military registration and mobilization for women remain voluntary. Exceptions apply to citizens with medical or pharmaceutical education. At the same time, there are certain nuances for those who decide to undergo BZVP. According to the people's deputy, then a woman must first register for military registration. A similar requirement is in the current legislation and without it it is impossible to receive basic military training. On the other hand, after completing the courses, a woman who does not want to serve further will be able to remove herself from military registration.

“After that, after completing BZVP, they are removed from the same registration. That is, this is also provided for by the new law, and it is clearly written there. Therefore, there is no risk that women will be mobilized, taken away, and so on, there is no such risk,” the people's deputy emphasized.

The politician also explained that registration should be done if it is not a question of the BZVP, and the woman simply wants to acquire the skills of a drone operator, possession of weapons, provision of medical care. Similar skills can be obtained at training centers where basic military training is conducted.

How women can undergo training at military courses, but without mobilization:

  • those wishing to do so first apply to the BZVP training centers;
  • register for military registration;
  • take a training course, acquire the appropriate skills;
  • receive documents confirming the completion of the courses;
  • can be removed from the register if they do not wish to serve further.

“We cannot prohibit women from undergoing basic military service if they wish to do so. I want to emphasize once again that this is a voluntary story,” Fedienko concluded.

The specifics of women’s military training are discussed in Bill No. 12076, which was submitted to the Verkhovna Rada for consideration in early December 2024 at the initiative of Prime Minister Denys Shmyhal. The text of the document mentions the registration of conscripts for military service if a citizen wishes to undergo basic military service. After this service, she may become a conscript (voluntarily). Articles that refer to the military registration of women — Art. 1, Clause 11, Art. 37.

It should be noted that on November 13, NV media wrote in which cases mobilization of women is possible. Women can join the army voluntarily by signing a contract to serve in the Armed Forces: this is stated in Law 3633-IX and in Cabinet Resolution No. 560. To sign a contract, you should come to the recruitment center and write an application using the form in Appendix 13 of the resolution, as explained in the article.
