Mobilization of youth under the age of 25: the Verkhovna Rada passed a decision on a new law

The war in Ukraine has been going on for more than two years, and all this time the country's conscript population has been mobilizing.
And the mobilization is not going as perfectly as we would like, but amendments to the legislation over time eliminate all inaccuracies and smooth out the “roughness” of the process. Recently, the Verkhovna Rada's committee on youth and sports supported draft law No. 11379, aimed at eliminating the conflict in the legislation regarding the mobilization of men under the age of 25 who are limitedly suitable for military service.
Law No. 3633-IX dated 11.04. 2024, which entered into force on May 18, 2024, all male citizens of Ukraine under the age of 25 are subject to military registration.
According to the final provisions of the same law, men who were previously found to be of limited fitness must undergo a second medical examination to determine their fitness for military service. However, the procedure for deregistration of limited fit conscripts and registration of conscripts is not defined. As a result, men under the age of 25 who have not completed military service but have previously been found to be of limited fitness may be mobilized even if they are re-examined as fit for military service.
And so the draft law No. 11379 proposes to amend the Law of Ukraine “On Mobilization Training and Mobilization”, granting a deferment from conscription for military service during mobilization until reaching the age of 25 to conscripts, recognized as unfit for military service in peacetime, limited fit until the entry into force of Law No. 3633-IX.
It is expected that the adoption of this draft law will eliminate the conflict in the legislation, exclude the mobilization of sick men under the age of 25 and increase confidence in the mobilization processes.
The Committee on Youth and Sports recommended the Verkhovna Rada of Ukraine to adopt the draft law as a basis.
It is expected that the draft law will be submitted for consideration by the Verkhovna Rada. If adopted, it will be signed by the President of Ukraine and come into force.
