New rules for car customs clearance are being prepared in Ukraine: what will change

The Verkhovna Rada of Ukraine adopted in the first reading draft law No. 10380, which concerns the possibilities of online customs clearance of cars – now you can clear a vehicle through the portal in “Action “. carrying out customs clearance of cars through the Diya portal.

At that time, 269 people's deputies voted “for” supporting the draft law.

According to the new draft law, it will now be possible to submit electronic customs declarations through the Diya portal.

For this purpose, it is also planned to create a database of the customs value of passenger cars, which will be formed on the basis of customs data. The database will contain information about new passenger cars, including make, model, engine capacity and fuel type.

People's deputy, Deputy Chairman of the Committee on Digital Transformation Serhii Shtepa emphasized:

“Today, the process of customs clearance of vehicles involves the direct participation of a person. Due to the lack of clear criteria for evaluating vehicles, we understand that there can be any abuses, because the customs value of the car depends on how it is prescribed by the customs inspector. With this draft law, we fully automate this process”.

He also pointed out that thanks to the implementation of this possibility in the “Diya” system, citizens will be able to pay the real price for customs clearance of a car.

“All information about the vehicle will be pulled automatically, thanks to the VIN code. It will be enough to enter the VIN code of the vehicle that a person wants to clear customs, and the system will automatically calculate the cost of customs clearance. I am sure that this will also help the process to take place quickly and transparently, so that people do not stand in queues for vouchers and in physical queues for customs clearance,” he emphasized. for drivers from May 1.
