Rights and responsibilities: Ministry of Health approved a new doctor's charter

Every Ukrainian should know their rights and defend them – this was explained in detail during the campaign “The Patient Has the Right”. The rights of doctors and important changes in healthcare aimed at implementing these rights are no less thoroughly described, with the aim of approving the new status of a doctor as an educated, competent specialist, according to the Ministry of Health (MOH) of Ukraine.

This is reported by the Ukrainian Medical Journal.

The rights of medical professionals are enshrined in the highest laws of the country: the Constitution of Ukraine, the Fundamentals of Ukrainian Legislation on Healthcare, the Labor Code and the Civil Code of Ukraine.

A doctor has the right to:

appropriate conditions for professional activity;

implementation of medical and pharmaceutical activities in accordance with the specialty and qualification;

advanced training, retraining;

providing information about the patient;

refusal from further management of the patient;

performing medical intervention in exceptional cases without the consent of the patient and/or his/her legal representatives;

free choice of approved forms, methods and means of activity, implementation in accordance with the established procedure of modern achievements of medical and pharmaceutical science and practice;

free use of social, environmental and special medical information necessary for the performance of professional duties;

social protection;

providing household needs in rural areas;

creation of scientific medical societies, trade unions and other public organizations;

judicial protection.

At the same time, like every citizen of Ukraine, a medical worker has responsibilities.

The main responsibilities of doctors are:

to provide timely and qualified medical and medical care, to promote the protection and strengthening of people's health, and to prevent diseases;

to provide free first aid to citizens in the event of an accident and other extreme situations;

to disseminate scientific and medical knowledge among the population, to promote, including by their own example, a healthy lifestyle;

to comply with the requirements of professional ethics and deontology, to maintain medical confidentiality;

to constantly improve the level of professional knowledge and skills;

to provide advisory assistance to their colleagues and other healthcare professionals;

provide medical information to the patient or other competent entities.
