The Cabinet of Ministers approved three options for arranging ground shelters for schools. Communities will be able to implement them depending on the need and level of threats.
According to Shmyhal, as part of the implementation of a comprehensive strategy, Ukraine plans to return 300,000 schoolchildren to safe offline education by the end of 2024. In particular, the availability of shelters is the main prerequisite.

The Prime Minister emphasized the importance of reliable safe spaces where it is not possible to use underground shelters.< /p>
“For this purpose, the State Emergency Service and the Ministry of Education and Culture jointly developed three options for arranging ground shelters, which we are approving today. Communities will be able to implement them depending on the need and the level of threats in the locality and region,” he added.
Shmyhal noted that about a thousand schools will be able to start the process of face-to-face education during the current school year.
Academic year 2024< /h2>
As reported by the Ministry of Education and Science (MES), Ukraine plans to implement the “School Offline” program, which will allow 300,000 children to return to full-time education.
According to the decision of the Cabinet of Ministers, educational school year:
- starts on Monday, September 2;
- ends on June 30, 2025.
