The Kyiv metro is preparing for blackouts: what measures are being taken and how much money will be spent on it

Kyiv metro ordered equipment for autonomous power supply for 275 million hryvnias. The delivery will be made within four months after the advance of 80% by road transport on the terms of DAP. The rest will be paid within two weeks after delivery.

The rationale states that the racks are designed to provide power supply at nominal load and protection in the event of current overloads of communication devices, radio communication and loudspeaker announcements in cross communication rooms and radio nodes of stations and metro facilities, the publication writes.

According to the customer, currently the premises of the communication distance, where the equipment critical to the operation of the metro is located, do not meet the requirements for power supply and need to be equipped with racks of uninterrupted power supply in the amount of 30 units included in the kit.

Cable lines of the external power supply of the combined traction-lowering substations are periodically de-energized due to violations in the operation of the transmission and distribution networks and electrical substations of the transmission system operator and the operator of the electricity distribution system due to missile attacks. In the event of an emergency situation, namely a complete blackout of the metro stations from external power supply, for the proper operation of the metro stations as shelters, autonomous power supply from diesel generators and racks of guaranteed power supply is necessary, the metro explains.

The technical specification was labeled “For official use” because, they say, “the disclosure of this information may lead to the deterioration of information security”. unforeseeable negative consequences. According to the customer, this makes it impossible to meet the deadlines for conducting open tenders. In view of all this, as well as taking into account the specificity of the equipment, it was decided to conduct the purchase without bidding.

Bulgarian “S&S Engineering”, established in 2007, is owned and managed by Svetlin Staykov. In August 2023, “Kyivmetropolitan” ordered her a rack of guaranteed power supply of communication devices for 5.35 million euros, but the details were unknown, because the contract was not published. Then the customer told the State Audit Service that another company “Riko d.o.o.” (Slovenia) offered a higher price of 5.90 million euros, so he chose the cheaper Bulgarian. DASU found no violations.
