Via mail to the TCC: new rules for serving subpoenas have come into force in Ukraine

Subpoenas by mail. In Ukraine, summonses are already being sent through Ukrposhta with the requirement to appear before the TCC.
By the end of the year, they plan to send out 900,000 copies. How this process takes place, what will happen if such letters are ignored and how the recipients are selected – in the material below.
As we were told by the press service of Ukrposhta, summonses will be sent as ordinary registered correspondence under the signature of the person. Notification that the conscript has received a letter will be delivered by postmen to the address that was specified when updating the data. This is provided that there is a corresponding employee in the department. Best of all, the post office recommends that you come and ask yourself, because ignoring such a message will not work, says the lawyer.

At least 14 days are given for a visit to the TCC from the moment of receipt of the summons, but the period may be longer. The date of appearance at the TCC will be indicated. If the conscript does not fulfill this requirement, responsibility is provided.

According to the approved procedure, summonses that will arrive by mail will be formed using the Unified State Register of Conscripts. The head of the local TCC will put an electronic signature on it. Also, such a summons must have a unique QR code. According to documents available to Ukrainian Pravda, the Cabinet of Ministers allocated almost 72 million hryvnias for the centralized printing of 900,000 summonses by the end of 2024. This is 300 thousand per month. The respondents we interviewed have different views on this innovation.
Ukrposhta has already sent out the first 6,000 summonses. Residents of the Zakarpattia region and the city of Kyiv were notified of their receipt. Lawyer Tetyana Bidyuk says that such a move by the government can be viewed from another angle. Many men do not live where they are registered, so they will not always have the opportunity to find out that they have received a registered letter.
It is this approach of the state that will be effective in filling the budget. Most people, let's be honest, I assume would rather pay fines than go to the TCC. The enforcement service will find very quickly, it will find all the accounts. It will find out your place of registration, place of work, whether you have cards or not. According to the order of delivery, any conscript can receive a summons by mail connected citizen, regardless of whether he has updated the data or not.
