What is “Offline School” and how the state plans to return 300,000 children to full-time education

The Ministry of Education and Science plans to return 300,000 Ukrainian schoolchildren to full-time education where possible.

When formulating the policy, the Ministry of Education and Culture took into account the conditions of all children who were displaced by the full-scale invasion of Ukraine by Russia, those who went abroad, and distance learning students. The “Offline Schools” policy contains five main components, the education department reports on its official website.

Infrastructural solutions

In particular, this applies to shelters, buses and devices. Schoolchildren will study in safe conditions, they will have transportation to schools that have storage facilities. And those who will not be able to return to full-time education will receive gadgets.

Education at the child's location

Schoolchildren who have changed their place of residence due to hostilities will be able to study offline in schools at their place of residence. In this way, children will socialize and integrate into the new community. If there is no shelter or free places in the educational institution, students will be able to continue their studies at their home school.

Distance schools

Distance learning children have different needs, which means that the teacher cannot always pay attention to each student and use informal approaches during lessons. That is why the Ministry of Education and Culture is changing the network of distance schools. From now on, the minimum class size is 20 students. Availability of at least one class for all years of education: from 1 to 9 or from 5 to 11 grades (or from 8 to 11 for lyceums).

Education of children at TOT

Students who live in the temporarily occupied territories will be able to study according to an individual plan, or in the remote class of their school.

Children abroad

Students who are abroad and study in local schools should not combine this with attending classes in their home educational institution. For this, students are offered to study the Ukrainian studies component. Thus, the educational load for children is reduced.

Opportunities for teachers

Teachers will be able to submit applications for enrollment in the personnel reserve. In this way, they will receive an average salary and receive training to return to teaching. At the same time, those teachers who decide to change the educational institution if there are vacancies will also be able to do so. In this way, the MES plans to keep every employee in the education system.
