What was the price quoted by the companies for the repair of the emergency section of the subway in Kyiv: data from Prozorro
Three companies presented estimates from UAH 445.5 to 492.2 million for the work in the tunnel of the blue line of the capital subway, and it was proposed to finish with the restoration in a maximum of 9 months.
On April 30, 2024, “Kyiv Metropoliten” signed an agreement with “Avtostrada Group of Companies” firm for major repairs of the crossing tunnel of the Obolonsko-Teremkivska subway line. The works must be completed in 150 calendar days, for which UAH 445.5 million must be paid. But according to the calendar plan, 384.6 million UAH will be allocated for this in 2024. This is stated in the agreement, which was published on May 3, 2024 on the public procurement site Prozorro.
We will remind you that in December 2023, the Kyiv City Council's Standing Committee on Technological and Environmental Safety and Emergency Situations determined that there is a potential threat of an accident on the Obolonsk-Teremkivsk subway line. In total, there were three conclusions of the commission that the metro is in an emergency situation.

“In order to implement point 2.3 of the protocol (commission. – Ed.) KP “Kyiv Metropoliten” the relevant necessary contracts were concluded with LLC “GK “Avtostrada” for the execution of priority preparatory and design works… dated 12.12.2023 No. 504-P-23 in the amount of UAH 21,158,771.36 (including VAT) and dated 01.05.2024 No. 8-P-24 for execution additional preparatory works for the total amount of UAH 20,120,000.00,” the justification for the purchase states.
On April 1, 2024, 393 million 547 thousand 021 UAH were allocated from the reserve fund of the Kyiv budget for works on the line between the “Demiivska” and “Lybidska” stations. Therefore, they decided to conclude and publish a new general contract for repairs in the underground, and the previous agreements were terminated.
< /p>“The lowest cost of the commercial proposal for the implementation of urgent (priority) emergency and restoration works of the tunnel…is UAH 445,500,000 including VAT (20%) in accordance with the commercial proposal submitted by LLC “GC “Avtostrada”, – it is written in the explanation to the purchase.< /p>
In addition to “Avtostrada”, which offered to complete the work in 150 calendar days (approximately 5 months), the following made proposals for emergency repairs:
- the firm of Yuriy Klimov and Maksym Kokarev (480 million UAH and 8.5 months of work);
- the firm of Yuri Khanin and Andriy Yarema (492.2 million UAH and up to 9 months of work).
What happened in the subway in Kyiv
The first cracks in the section of the tunnel between the “Lybidska” and “Demiivska” metro stations appeared in March 2011, a few months after the opening of part of the “blue” metro line. Therefore, problems appeared due to errors in the design or construction of tunnels. And the closure of the site is associated with the sudden and simultaneous appearance of new cracks in large numbers.
Cracks in the problem area were recorded as early as 2019, and then in June 2023. The tunnel maintenance service informed the management of KP “Kyivskyi metropoliten” about existing problems. After that, the speed of traffic was limited, and two days later the conclusions of the Kyiv State Research Institute of Building Construction were ready.
Let us remind you that on December 8, 2023, the movement of subway trains was stopped in Kyiv on the section between the stations of the blue line “Teremka” — ” Demiivska”. They did it a day earlier than originally planned.
