Which of the men will be able to leave Ukraine from October 1, 2024: a list of categories

In Ukraine, there is a ban on traveling abroad for men aged 18 to 60. It has to do with martial law and general mobilization, which was imposed due to the full-scale invasion of Russia. However, at the same time, the law provides for exceptions. .
Also in May 2024, changes were made to Part 6 of Art. 22 of the Law “On Mobilization and Mobilization Training”, according to which men who have the right to cross the border have present a military registration document (military ID card, temporary ID card, etc.) at the request of a DPSU employee. This document can be in both paper and electronic form.
Representatives of the State Border Service have the right to check the military registration document:
- in the border lane;
- in the controlled border area;
- at checkpoints across the state border of Ukraine .
In addition, men who have the right to cross the border must have with them appropriate documents that confirm the reason for leaving the country. In particular, these can be medical documents, permits from specialized bodies, institutions and organizations, etc.
What grounds give men the right to go abroad
Conscripts can cross the border on the following grounds:
- state of health;
- family circumstances;
- professional activities, in particular civil servants;
- assistance of the armed forces and other volunteer activities.
Which of the men will be released abroad from October 1, 2024 — a complete list
< b>The departure of men from Ukraine from October 1, 2024 is possible for:
- Drivers who carry out the transportation of medical cargo, cargo of humanitarian aid by road vehicles for the needs of the military, as well as civilian Ukrainians ;
- Persons whose departure abroad is due to professional needs (business trip);
- Students for one semester as part of academic mobility (study or internship);
- Athletes and coaches to participate in official competitions and training sessions;
- Persons with disabilities ;
- Persons who have a wife/husband from among persons with disabilities and accompany such wife/husband to travel outside Ukraine;
- Persons who have one of their parents or the parents of a spouse (husband) from among persons with disabilities of group I or II and accompany one of such parents to travel outside Ukraine;
- Persons who provide permanent care for persons with disabilities of the I or II groups and accompanying such persons to travel outside of Ukraine;
- Parents, guardians, custodians, adoptive parents, parent-educators who are raising a child with a disability under the age of 18, in the presence of a certificate about the birth of a child or documents confirming the relevant authority of a person accompanying a child with a disability;
- Parents who are supported by an adult child who is a person with a disability of the I or II group;
- Grandparents, adult brothers, sisters, stepmothers, stepfathers who accompany children with disabilities to travel outside Ukraine;
- Persons who need constant care — accompanied by one of the family members of the first degree of kinship;
- Guardians of persons with disabilities, recognized by the court as incompetent, who accompany such persons to leave for borders of Ukraine;
- Persons with disabilities or other persons in need of constant care, who live (stay) in institutions/institutions, regardless of the form of ownership and subordination, and receive social services from inpatient care, palliative care, supported living, ― accompanied by employees of the care institution, authorized by the director of the care facility or the person who replaces him (if there is an order from the director of the care facility or the person who replaces him on the departure of persons with disabilities or other persons who need constant care outside of Ukraine).
Also, other conscripts who are not subject to conscription for military service during mobilization have the right to cross the state border. The list of all categories is contained in Art. 23 of the Law “On mobilization and mobilization training”.
What are the reasons for refusing to leave abroad
The grounds for refusal to leave abroad may be:
- lack of a military registration document;
- lack of documents confirming the right to delay or leave abroad;
- information in the Unified State Register of conscripts, conscripts and reservists about submitting a wanted person to the National Police.
In the latter case, a policeman is called to the place for administrative detention of a person and his delivery to the nearest TCC and SP.
