Due to the small amount of “pasta” water that remains, the side dish will not dry out and will not stick together.
Starch will remain on the pasta “shell”, which will improve the consistency and taste of the dish.
In addition, such a side dish will be perfectly combined with almost any sauce.
But if you drain the entire volume of water , then the macaroni will “stick together” and dry out. It is unlikely that you will be able to enjoy such a meal.
