
Will not overcome “busification”: the Rada explained the purpose of the bill on punishing the CCC and the VLK

When recruitment centers violate people's rights during mobilization, they do the state a “disservice,” said People's Deputy Heorhiy Mazurashu.
The politician spoke about his own amendments to the law that will punish violators.
Ukraine should abandon forceful methods of mobilization, as this does not help to find 6% of citizens ready to defend the homeland with weapons in their hands. Meanwhile, territorial recruitment centers (TCK) and military medical commissions (VLK) sometimes forcibly mobilize people, allowing various violations. However, there are still no effective mechanisms to punish this.
On whether the new law on criminal liability of the CCC and the VLK will help, and whether “busification” will disappear, MP from the “Servant of the People” party Heorhiy Mazurashu spoke on “Kyiv 24”.
Mazurashu first gave two examples of violations of the law by employees of the CCC. The first example is when a university teacher who worked two shifts in Kamianets-Podilskyi was “deceitfully lured in.” When the man came to the military registration and enlistment office to “sign some documents,” he was sent to the military training center. The military training lasted six minutes, and then the teacher ended up in the training center, the People’s Deputy noted. The second story is when a person is mobilized illegally, and then “it is impossible to correct this mistake.” There are no specific articles in the current Ukrainian legislation that punish such violations, the People’s Deputy explained. In order to punish the CCC and the military training center, a bill was created, the development of which he also participated. However, the ideas of the People’s Deputy will not solve the problem of “busification,” the politician noted.
“The goal is clear — that is, to prevent violations of rights and current legislation when carrying out mobilization measures. Unfortunately, in this version, the bill does not combat the so-called “busification” itself, he said.
The MP explained that the bill also includes a proposal that will make it possible to monitor the income of people involved in mobilization. According to him, such people have not previously come into the field of view of anti-corruption agencies. As for the specific “busification”, Mazurashu is preparing his own amendments that will combat this problem. He did not say what the mechanism of the fight will be.
The politician added that in any country, about 6-7% of people are ready to defend the state. In his opinion, forceful methods of mobilization, coercion, violence, and closing borders will not help find such citizens. In his words, it is better to act not by force, but “with motivation and adequate conscription.” The People’s Deputy also emphasized that violations of the CCC negatively reflect Ukraine in front of its partners.
“Out of 40 million people, this is 2.4-2.8 million ready to fight. This is where we need to look. There is no point in forceful mobilization. “Plus” is a “disservice” — [forced mobilization] makes our country in the eyes of the world one where there are supposedly no more brave patriots ready to defend honestly,” the MP said.

It should be noted that Focus wrote about the details of bill No. 12442, which was initiated by 25 MPs. According to the MPs’ proposals, they plan to make changes to the Criminal Code. If the changes are approved, VLK employees may receive a term of three to eight years for violations during a medical examination. For employees of the Military Commissariat who drafted a person who is not subject to mobilization or excluded a suitable person from the register, they will face 3-8 years in prison. For illegal enrichment (if assets exceed legal income by 100 thousand UAH) – from 5 to 10 years.
